A speed governor helps limit engine speed on many gas golf carts. It works with the throttle or transaxle linkage so the engine does not simply keep increasing rpm as the accelerator is pressed.

Why golf carts use governors

The governor helps keep engine speed within the range intended by the manufacturer. That protects the engine and drivetrain and helps the cart operate consistently under changing loads.
